2024 Federal Infrastructure Webinar Series: Broadband Equity Access and Deployment (BEAD) Program Award and Subaward Process

Please join us for the latest installment of Wiley’s Federal Infrastructure Webinar Series, in which attorneys from across the firm discuss the federal government’s ongoing, once-in-a-generation initiative to invest in improving the nation’s infrastructure and industrial supply chain.

This session will provide an update on the $42.45 billion BEAD Program supporting broadband infrastructure deployment, mapping, and adoption. Topics include:

• A look at the U.S. Department of Commerce’s long-awaited final waiver of the Build America, Buy America (BABA) domestic content procurement preference as applied to recipients of the BEAD program;
• An overview of the remaining BEAD timeline, including state challenge processes and funding allocations;
• States’ draft Initial Proposals for BEAD funding, submitted to NTIA at the end of 2023; and
• NTIA’s recently issued policy on “tailoring” the application of the “Uniform Guidance” on federal grants in connection with the BEAD program. This policy provides important guidance on application of federal procurement and competition standards, audit requirements, property standards, and other key compliance obligations.
