Steel and Industrial Machinery:

  • Conducted complex cross‑ownership and benefit‑allocation analysis in the Corrosion‑Resistant Steel Products from Brazil CVD investigation. Utilized Portuguese fluency to research original documentation regarding the Brazilian tax code and to trace subsidy benefits through affiliated mining, energy, and transportation companies, contributing to the issuance of a CVD order in December 2025.
  • Developed the analytical framework for the first countervailing duty petition filed against Algeria, covering Steel Concrete Reinforcing Bar, including novel allegations regarding government purchases of products for more than adequate remuneration, addressing government subsidization through inflated purchase contracts at above‑market prices. The petition was accepted for investigation and resulted in a preliminary affirmative CVD determination in January 2026.
  • Served as lead analyst supporting the Coalition of American Manufacturers of Mobile Access Equipment in the administrative reviews of Mobile Access Equipment and Subassemblies Thereof from China, contributing to a 32.26% final CVD rate for the mandatory respondent by identifying new countervailable subsidy programs involving the government provision of certain inputs for less than adequate remuneration.
  • Supported the U.S. Chassis Manufacturers Coalition in the Chassis and Subassemblies Thereof from Mexico and Thailand CVD investigations as the lead analyst, identifying novel transnational subsidy programs and contributing to preliminary CVD rates exceeding 130% for Mexican producers and affirmative rates in Thailand that included complex equity infusion analysis.

Solar Manufacturing and Renewable Energy:

  • Served as lead analyst supporting counsel for the American Alliance for Solar Manufacturing in the 2022 countervailing duty administrative review of Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled into Modules, from the People’s Republic of China (Solar I), advising on subsidy valuation methodologies that shaped Commerce’s final results.
  • Advised on benchmarking methodology and novel transnational subsidy issues in the Solar III countervailing duty investigations covering Cambodia, Malaysia, Thailand, and Vietnam, contributing to affirmative final determinations in April 2025 and the issuance of CVD orders in June 2025.
  • Supported counsel representing the American Alliance for Solar Manufacturing in the Solar IV investigations covering India, Indonesia, and the Lao People’s Democratic Republic, initiated in May 2024, contributing to preliminary affirmative CVD determinations in February 2026.

Wood Manufacturing:

  • Served as lead analyst supporting domestic producers in the Hardwood and Decorative Plywood from Vietnam CVD investigation by contributing to the development of novel transnational and domestic subsidy allegations. Analyzed foreign entity responses and discovered significant deficiencies that supported an affirmative preliminary determination.
  • Supported counsel for the Coalition of American Millwork Producers in the countervailing duty reviews of Wood Mouldings and Millwork Products from China by leading benchmark and subsidy analysis efforts that contributed to increased subsidy rates.
