Boyd represents clients in court and before federal agencies on issues of administrative law, statutory interpretation, and the United States Constitution. He has written briefs in cases before the Supreme Court, the D.C., Second, Fourth, Fifth, Eighth, Ninth, and Eleventh Circuits, and in federal district courts across the country.

Experience

Representative Matters

  • Obtained ruling that federal regulation violated the Administrative Procedure Act in coalition challenge by private plaintiffs and 25 States.  FRAC v. Garland, 112 F.4th 507 (8th Cir. 2024).
  • Obtained ruling that federal agency exceeded its statutory authority in issuing novel regulatory classifications. Franklin Armory v. Garland, 2025 WL 1780570 (2025), appeal dismissed, 8th Cir. 25-1748.
  • Successfully defended communications company against lawsuit alleging violations of the TCPA and various election statutes.
  • Authored cert petition seeking Supreme Court review of complex civil rights case.
  • Represented wireless industry to successfully defend FCC’s 5G Upgrade Order against Administrative Procedure Act challenge. League of California Cities v. FCC, 118 F.4th 995 (9th Cir. 2024).
  • Represented wireless industry to successfully defend three FCC siting orders against Administrative Procedure Act challenge. City of Portland v. United States, 969 F.3d 1020 (9th Cir. 2020).
  • Authored brief in first-of-its-kind administrative appeal, leading to agency-level opinion that licensing decision was arbitrary and capricious.
  • Represented transportation company in Administrative Procedure Act challenge before the D.C. Circuit.
  • Authored amicus brief on behalf of a national political party that was cited favorably in the Supreme Court’s majority opinion in Chiafalo v. Washington, 140 S. Ct. 2316 (2020), affirming the constitutionality of state laws penalizing a presidential elector for faithlessly voting on the Electoral College ballot.
  • Regularly authors amicus briefs before appellate courts, delivering favorable outcomes on issues of administrative and constitutional law. See, e.g., Feliciano v. Dep’t of Transportation, 145 S. Ct. 1284 (2025); Corner Post, Inc. v. Bd. of Governors of Fed. Rsrv. Sys., 603 U.S. 799 (2024); Torres v. Texas Dep’t of Pub. Safety, 597 U.S. 580 (2022); Americans for Prosperity Foundation v. Bonta, 594 U.S. 595 (2021).
