The wireless communications industry has developed over the past 40 years into one of the most vibrant and critically important segments of the global economy. Wiley’s storied Wireless Practice has been there since the beginning – and as the industry has evolved from first-generation analog cellular systems to today’s 5G networks and beyond, our practice has grown and evolved with it.

Many of our attorneys and advisors previously served in senior positions at telecom companies and at the Federal Communications Commission (FCC), the Federal Trade Commission (FTC), and the U.S. Department of Commerce (including the National Telecommunications and Information Administration ()), as well as at the White House and on Capitol Hill.

Our wireless attorneys have experience representing companies throughout the wireless ecosystem, including established and early-stage technology companies, nationwide and regional wireless carriers, semiconductor companies, equipment manufacturers, trade associations, and investors and financial firms interested in wireless regulatory dynamics. Our core capabilities include:

  • Spectrum Access and Licensing. Navigating FCC, NTIA, and congressional rules and procedures to create, identify, and secure opportunities for spectrum access – including auctions, standard licensing and spectrum sharing arrangements, and novel opportunities.
  • Transactions. Assisting with mergers, acquisitions, and other commercial transactions as deal or regulatory counsel or both.
  • Infrastructure Access. Litigating siting disputes, assisting with National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) compliance, advising on infrastructure transactions, and counseling on participation in programs funding infrastructure deployment.
  • National Security/Foreign Investment. Advising on supply chain security, including the FCC Covered List, cybersecurity, and cross-border matters, including review of foreign ownership and investment by CFIUS and Team Telecom.
  • Enforcement and Compliance. Assisting with investigations by state and federal enforcement authorities, advising on regulations governing wireless technologies, and securing authorizations and approvals for wireless equipment.
  • Litigation and Appellate. Advocating in court on a broad variety of commercial and regulatory matters involving wireless technologies – and presenting complex engineering and business concepts as clearly and simply as possible.
